The hull trounces the rifter in virtually every category outside of speed and the split weapon system isn't a detractor due to how low damage scaling is at the frig level. I personally consider it one of eve's best kept secrets.

All together I would rate the Incursus as true gallente ship since it is a dedicated blaster ship, instead of a split weapon one.
It actually caps out after the rifter because it has a 40% higher base capacitor which more than makes up for the cap usage of it's turrets.
Split weapons systems don't make a big difference with frigs. Tristans generally out dps rifters at all damage mod levels.
The incursus is good but imo has too many slot issues to be used outside of a specialized role.

That's quite a funny thing of you to say. It so happens that my first character was a pvp frigate specialist who didn't even train cruisers until the 3 or 4 year mark. There are very few people in this game who know more about frigate pvp than I do.
The tristan outperforms the rifter in every aspect except speed and turret range. The only situation in which I would advise using a rifter over a tristan is as some kind of poor man's interceptor in large gangs.

The key point is that it needs around 1 cap per second for the guns and don't got a nos, this makes a big difference and fights that last longer than 60s or involve neuts. As far as pure EFTing goes, a standard SAR fit(exactly the same as on the rifter) caps out quicker as the rifter. However this isn't what it makes weaker.

In EFT yes, however the rifter will do more damage after damagetypes, got 1 rig slot more since it don't need a grid rig for the plate and enough grid to fill it up with a weapon rig. It is also quicker and can dedicate the engagement range.
The tristan can still outdamage the rifter after dropping a weapon for a nos and it can change damage types through it's missiles and drone. The advantages of damage types are highly dependant on what and where you're fighting too and you can't really say that a certain type gives you a blanket advantage in all situations.
I don't know what you're talking about with a pg rig but I'd suggest that whatever setup you're thinking of is inefficient.
